Using a combination of regulations, outreach, education, and incentives, our agency administers programs and services to fulfill their mission. They work collaboratively with other government agencies, residents, businesses, and institutions to promote environmentally responsible behavior that will lead to a more sustainable urban environment.

Consistently ranked one of the world’s most livable cities, the City of Toronto is a global centre for business, finance, arts and culture and home to a diverse population of about 2.8 million people. Since 2006, the City of Toronto has been a leader in municipal green roof policy. Toronto is the first City in North America to have a bylaw to require and govern the construction of green roofs on new development. The Green Roof Bylaw was adopted by Toronto City Council in May 2009. Toronto encourages green roof retrofits on existing buildings through the Eco-Roof Incentive Program, which provides financial assistance to property owners that install green roofs. Toronto’s Green Roof Strategy, Green Roof Bylaw, and Eco-Roof Incentive Program have stimulated a local green roof industry and created a new roofscape for the city. In 2016, Toronto was recognised as having the most green roof area installed of all North American cities according to the 13th Annual Green Roof Industry Survey.
